CANON PERSONALITY:
Daiki Kaito is a thief by nature: hidden, clever, selfish, morally questionable, greedy.
Despite outwardly acting quite happy and teasing (to some, to the point of annoyance), he likes to keep to himself, finding it hard to make, or even accept people as allies or friends. Even those closest to him, he is wary of, due to occurrences in his past. While he is willing to betray most anyone due to this, he is hurt very deeply by anyone doing it to him, if he actually considers them to be close to him (such as his brother, or his closest friend Tsukasa: Kamen Rider Decade).
When it comes to Tsukasa, Kaito tends to be at his most teasing, often taunting him about past events, whether they be recent, or ones clouded by Tsukasa's own amnesia (this often brings up the subject of Tsukasa's alleged want to eat Sea Cucumber).
In another case, when he found out that his overseer as a police officer, Fourteen (who ruled over his world), was brainwashing people Kaito had arrested to be rehabilitated and re-educated as benevolent members of society, his entire world view shattered and became a rebel himself, though it also encouraged his more selfish character traits to take hold as well.
Kaito likes to be 3 steps ahead of anyone he he has to deal with, or when planning anything, and absolutely hates it when people get in his way for any reason. Most of his relationship with Tsukasa is based around whether the two's actions in a situation will clash against each other.
Kaito also has no qualms about who he steals from, be it young, old, poor, rich, important or not. All that's important to him in the matter, is the 'treasure' in question. 'Treasure' to Kaito can be anything of material wealth or power, like any of the various Rider/Super Sentai weapons he might attempt to steal. Though, he is apt at times to change his mind about his victims and he might even give the items back if the situation warrants it.

From what he could hear from the people he was passing-by, Kaito was going to like this place. Not for the impressive scenery, or from the eclectic people around him, or even the atmosphere both those things brought to the area: but the way things were presented. There were no signs of honest bartering, nor emotions getting in the way of the sale. No...this place was here for the pure material gain off the backs of such things. And Kaito liked that.
Not that he was looking to buy OR sell in this place. He didn't even know why he'd been dropped here in the first place. He hadn't been in the Hikari Studio for that accursed backdrop to randomly select their next destination, nor had he heard anything about this place so that he'd target it for a treasure hunt. Thus, his wandering had begun. And while things had caught his eye, which he'd get back to later with his usual discount, he was much more interested in finding out why he was even here. It wasn't like he had any clue initially: no Riders in action, no Tsukasa in a ridiculous outfit to give him a hint, no Yuusuke to easedrop on to get any easy information. But that didn't matter. He could fall back on his old methods just as easily as his newer ones. And the shadows and tented walls were a great backdrop to use these without seeming obvious.
But thus far...all he could hear from these beings were the various services being offered. The fruit, the disconnected memories and personas, even the sale of vague concepts that Kaito wasn't especially interested in, and some which were his way of life anyway.
"I swear...if I don't get some kind of information soon, I'll go nuts." He grumbled as he switched positions to near the bonfire, making sure to slip some memories away from the nearest stall while it's owner's back was turned. Maybe something would be more fruitful over there.
